Following the opening of the agricultural land market for individuals in 2021 and for legal entities in 2024, a stable but dynamic land turnover has begun to take shape in Ukraine. Despite a cautious start, land prices are showing rapid growth, and investor interest in buying is gradually increasing.

How is the market developing?

Between July 2021 and early 2025, approximately 3% of agricultural land was sold, an average of 1% annually. This is half as much as in European countries, where the annual turnover ranges from 2-3%. According to Taras Vysotskyi, First Deputy Minister of Agrarian Policy, the Ukrainian market is developing in a balanced manner, without hype or uncontrolled sales.

Prices are rising: from ₴34,000 to ₴54,000 per hectare

When the market opened in July 2021, the average price per hectare was ₴34,000. As of the first quarter of 2025, it reached ₴54,000. Experts predict that after the war is over, the price may rise even more – double or even triple due to the expected increase in demand and economic stabilization.

What shapes the price?

Several key factors influence land prices:

  • Hryvnia exchange rate – devaluation increases the price in the national currency;
  • military situation – restrains market activity but creates potential for future growth;
  • supply – many owners expect better conditions for sale;
  • demand – limited, as farmers are not ready to buy land en masse due to the high cost and relatively low liquidity of the asset.

Where are land sales most active?

Most transactions are made in the central regions of Ukraine, thanks to developed agricultural production, fertile soils and a large number of land shares. Western regions also show high prices, but land plots there are smaller, which limits the overall volume of transactions.

Forecast: growth of 15-20% in the near future

If the situation stabilizes and investor interest grows, the value of agricultural land may increase by 15-20% in the near future. The market is gradually reaching a new level and remains attractive for investment.
