On November 6, 2024, the President of Ukraine Volodymyr Zelensky signed Law No. 3993-IX “On Amendments to Certain Legislative Acts of Ukraine Regarding the Protection of the Interests of Owners of Land Shares (Plots) and Administrative Procedures in Land Relations.”

This law extends the deadline for obtaining ownership rights to unclaimed land shares (shares) from January 1, 2025, to January 1, 2028. According to the new regulations, if the owner or their heir does not formalize ownership rights by 2028, it will be considered a waiver of the right to receive the land plot.
Reasons for extending the term:
- The war and occupation of part of Ukraine’s territories continued.
- Departure of part of the population abroad.
- Objective difficulties in formalizing ownership rights within the previously established timeframe.
Main provisions of the law:
1. Extension of the term:
- The registration of ownership rights for unclaimed land plots has been extended until 2028.
- The distribution of land among owners and their heirs has been postponed.
2. Rental regulation:
- Lease agreements for land plots formed from undistributed land are terminated two years after the registration of community ownership rights to these plots.
3. Professional requirements:
- The mandatory professional development for certified land management engineers is being reinstated.
4. Other innovations:
- Continuation of the pilot project for entering information into the State Land Cadastre until 2026.
- Submitting documents that confirm ownership or usage rights into land management documentation.
- Restoration of measures for the exchange of land use rights for agricultural land based on court decisions.

Draft law No. 11150, on the basis of which this law was created, was adopted in May 2024. It aims to ensure the rights of plot owners and develop modern procedures in the field of land relations.
