On October 17, the Ministry of Agrarian Policy and Food of Ukraine reported that President Volodymyr Zelensky signed Law No. 11063-d “On the State Agrarian Register” (DAR), which was adopted by the Verkhovna Rada on September 19, 2024.

This law is aimed at further digitalization of the agricultural sector, which is an important requirement of Ukraine’s international partners. It provides for the creation of a single electronic window for agricultural producers, which will simplify their interaction with government authorities. Thanks to the implementation of DARS, state aid will be available not only to agricultural producers but also to water users’ organizations and other subjects of the agribusiness complex.

The President signed the Law on the State Agrarian Register: digitalization of the agro-sector

The main provisions of the DAR Law:

  • Expansion of the circle of users: State support can be received not only by agricultural producers but also by water users organizations and other entities of the agribusiness complex.
  • Regulation of legal status: The DAR is officially defined as an information system that ensures the collection, storage, and processing of data, as well as the provision of administrative and public services.

  • User rights: Defined rights and obligations of users of the DAR, as well as the possibility of obtaining extracts from the register.
  • State support: During the provision of state aid, credit guarantees, and insurance for agricultural products, data from DAR will be used.
  • Monitoring of support: Targeted monitoring of the use of state aid and grants has been implemented.
  • Integration with other systems: DAR will ensure interaction with other information resources and cadastres.

The online platform DAR started its operation in mid-August 2022. As of September 2024, over 176 thousand agricultural producers have registered in the system, through which more than 50 state support programs have been implemented.
