The Cabinet of Ministers of Ukraine initiates legislative changes regarding the procedure for the sale of lands confiscated in favor of the state by court decisions.
The main innovations in the sale procedure
The changes are aimed at optimizing the process of selling confiscated lands through auctions and determining the sources of funding for the preparation of lots. After confiscation, according to the law “On Sanctions,” ownership rights to such plots of land will be transferred to the state.

The draft law introduces amendments to Article 136 of the Land Code and Article 22 of the law “On Land Valuation.” These changes are aimed at ensuring the financing of auction organization through non-budgetary funds with subsequent reimbursement of expenses by the auction winner.
One of the key changes is the amendment to Article 130 of the Land Code, which allows for the sale of state-owned agricultural land confiscated by court decisions at auctions. This will help to address legal issues related to the sale of such plots and ensure transparency in the bidding process.
In addition, the government proposes to introduce a mandatory payment for the review of expert land value assessments, which is part of the preparation of lots for auctions. It is also planned to supplement Article 145 of the Land Code with a new provision that will establish a list of documents necessary for making payments through the State Treasury Service during the payment of funds for sold land plots to their previous owners.
This draft law is aimed at increasing the efficiency of selling confiscated land, ensuring reimbursement of costs for preparing lots, and promoting the stability of the land auction market in Ukraine.
