The main changes proposed by this bill are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Extension of the deadline for the registration of land plots: The deadline for the registration of unclaimed land plots, as well as their distribution among shareholders and heirs, who remained in collective ownership, has been extended from 2025 to 2028.<\/li><li>Improving the qualifications of land surveyors: The mandatory requirement for certified land survey engineers to undergo qualification improvement is being reinstated.<\/li><li>Pilot project until 2026: The pilot project continues, which involves entering data into the State Land Cadastre by certified land survey engineers.<\/li><li>Rules of land lease: Lease agreements for land plots formed from unused land that have passed into communal ownership expire two years after the state registration of communal ownership rights.<\/li><li>Land use documentation: The documentation for land use, developed for the entry of data into the State Land Cadastre, must include copies of the documents based on which the right of ownership or use of the land plot has been obtained.<\/li><li>Exchange of usage rights: The possibility of exchanging usage rights for agricultural land plots is renewed based on a court decision.<\/li><\/ul>\n\n\n\n<p>The project also provides for a number of administrative procedures in the field of land relations. In particular, the mandatory written form of applications for the provision of land plots of state and communal ownership is introduced. Norms concerning the appeal of decisions on the provision of land plots are also clarified.<\/p>\n\n\n\n<p>According to the previous legislation, owners of unclaimed land parcels or their heirs were required to formalize their ownership rights to their shares by January 1, 2025. If this requirement is not met, the unclaimed parcels are recognized as ownerless and are transferred to the communal property of the territorial community where they are located.
